The Air Minister of Transports put forward the idea of the creation of a national company of aviation. Senegal in the past has experience in the aircraft industry with Air Africa, Air Senegal and recently an alliance with Royal the Air Morocco (Air Senegal International). The two first fell in bankruptcy and their assets liquidated and the last one the Moroccans’ had decided to withdraw from the alliance receiving a billion of Wade.
The world-wide crisis these three last years hit hard the aircraft industry. The recession put thousands of people unemployed and those which have preserved their employment have either delayed or cancelled their holidays and vacations. The rise of the oil price ($147 in 2008) and the future forecast supply higher than demand will maintain for sure the costs and expenses of those companies.
The airline transportation is in a phase of merger and consolidation. Only the companies of great reputation and a good management will succeed and maintain the course. Air France-KLM, US Airways-American West, American Airlines in advanced talk with Delta Airlines etc are the few examples of an industry in reorganization. To survive, the companies reduced the personnel, decreased the national and international routes, and chartered small and medium planes in order to control the operational expenditures.

The creation of a company must be based on a good business plan. The statistical figures on the top show that the priority of Senegal and its population are elsewhere. According to the 2009 report of the Program of the United Nations for the human development (UNDP), Senegal occupies the 166e place on 182 countries listed, behind Rwanda and Erythrée. The Transport Minister Karim Wade must understand that the development of a nation starts at the source. The Maurice Islands has a rate of education of 99% and the population is bilingual. The Asian countries put their resources on education. Japan after the Second World War sent students in America and Europe. China, South Korea and India followed the Japan example. Thanks to the investment authorized in education, the Asian countries succeeded in increasing the production in the agricultural field and improving health of their populations. Japan occupies the second world power, China third, India and South Korea belongs to G20.
The few African airline companies in existence South African Airlines, Kenya Airlines, Ethiopia Airlines and Royal Air Morocco are examples of success thanks to a good management, a wonderful customer service and an internationally recognized public image “brand name” The companies acquired an absolute and comparative advantage on African market that no new company will manage in the short and medium term to compete with. It is also necessary to note the presence of Air France, Alitalia, Air Portugal, Delta etc who ensure the Dakar connection.
The lease of plane, the oil (fuel) contract in the future markets, the agreement and the co-operation with the trade unions require a competence and an expertise.
The competence of a leader is measured by the results. The rare examples of Karim Wade in management (Anoci for example) are not satisfactory and Senegalese still awaits the audit.
